Tell me about PA14s

What is a PA14 Medical Certificate?

A PA14 is a formal medical certificate required in probate proceedings where an executor or administrator lacks the mental capacity to act.

At Nova Care Consultants, we provide a fully managed PA14 service, combining:

  • A structured mental capacity assessment in line with the Mental Capacity Act 2005

  • Completion of the PA14 certificate

  • A clear, well-reasoned report suitable for Probate Registry review

Our approach ensures that every assessment is robust, compliant, and able to withstand scrutiny if required.

When is a PA14 Required?

A PA14 certificate may be needed where:

  • An executor or administrator does not have the capacity to act

  • You are applying for a Grant of Representation

  • Capacity has been lost after probate has already been granted

  • An alternative person needs to act on behalf of an incapacitated executor

If there is any uncertainty around capacity, a properly evidenced assessment is essential to avoid delays or rejection.

Who Completes Our Assessments?

Our assessments are undertaken by one of the following:

  • Registered social worker

  • Registered nurse / mental health nurse

  • Registered occupational therapist

  • Registered psychologist

  • Approved mental health professional

  • Registered medical practitioner (GP, psychiatrist, consultant)

All our Assessments

  • Follow the Mental Capacity Act 2005 framework

  • Are completed by experienced practitioners in capacity law

  • Are structured to meet Probate Registry expectations

  • Comprehensive written report included as standard

  • Formal declaration of assessor independence

  • Secure, tracked delivery of documents

We manage the process efficiently, reducing administrative burden and ensuring a smooth experience.

Why Choose Nova Care Consultants?

  • 100% acceptance rate by Probate Registry since 2019

  • Assessments typically completed within 2–3 working days

  • Same-day PA14 certification following assessment

  • Nationwide coverage with experienced assessors

  • Trusted by solicitors and probate professionals across the UK

  • Direct communication with assessors throughout

Why Not Use a GP?

Although GPs were historically asked to complete PA14 forms, many no longer offer this service due to:

  • Increasing clinical workload

  • Limited training in mental capacity legislation

  • Lack of experience in probate-specific requirements

Mental capacity assessment is a legal test, not simply a medical opinion. Our specialist assessors are trained to apply the legal framework and provide clear, structured reasoning, which is essential for Probate Registry decision-making.

Professional Assurance

Our reports are prepared to:

  • Align with Mental Capacity Act requirements

  • Meet the expectations of the Probate Registry

  • Provide clear justification where capacity is lacking

We are regularly instructed in cases involving:

  • Complex or borderline capacity

  • Previous assessment rejection

  • Urgent probate applications

Our Feedback

Probate Solicitor, London

“We regularly instruct Nova for PA14 medical certificates in probate matters. Their assessments are consistently thorough, clearly reasoned under the Mental Capacity Act, and accepted by the Probate Registry without issue. Turnaround times are excellent, which helps us avoid delays in grant applications.”

Lawyer FCILEx, Cardiff

“In more complex estates where capacity may be challenged, we need reports that will stand up to scrutiny. The team at Novacare Consultants provide us with detailed capacity assessments alongside the PA14, which gives us confidence in contested probate cases. Their understanding of executor capacity is clear and reliable, led by a director who has a law degree and understands our needs.”

Family Member, Devon

“We needed a PA14 certificate urgently as part of a probate application. Nova Care came out the next day and travelled over 200 miles! Another firm called [REMOVED] said they would offer it online, but we kept saying that our father was deaf, and they didn't seem to see this would be an issue. They gave us the PA14 the same day, and the report followed 2 days later. They are excellent.”

Care Home Manager, West Sussex

“We have worked with Nova Care for several residents requiring capacity assessments for probate when their next of kin has died, and there is no other family member. They are professional, respectful, and efficient and are known by several of the solicitors we have clients with, so they are a trustworthy team of experts.”
